Healing Hands, United Hearts: Oplan Tuli Brings Hope and Health to Fernandino Youth

Rotary Club of San Fernando and Angeles Kuliat join hands with the City Health Office and Navarro-Mallari Foundation.

In a heartwarming display of service above self, the Rotary Club of San Fernando Pampanga, in partnership with the Rotary Club of Angeles Kuliat and the City Government of San Fernando, launched a two-day medical mission that left lasting impact—not just on the boys who underwent free circumcision, but on the entire community that rallied together to make it possible.

Held last May 19–20, 2025, at the Navarro-Mallari Charity Infirmary in Barangay Del Pilar, “Oplan Tuli” saw hundreds of young Fernandino boys, hand-in-hand with their parents and guardians, bravely show up for this vital health initiative. Smiles, nervous laughter, and words of encouragement filled the air as boys prepared for their procedure, each one assured by the presence of volunteer physicians, nurses, and the unwavering support of their loved ones.

Behind the scenes, the project was a powerful example of unity in action. City Health Officer Dr. Rowena Salas praised the collective efforts of the Rural Health Units, whose staff served with dedication and compassion. The Navarro-Mallari Stiftung Foundation also played a key role, embodying the shared spirit of public-private partnership for the common good.

“Programs like these don’t just happen—they are built by hands willing to help and hearts ready to serve,” said Dr. Salas, underscoring the collaboration between the city and its trusted partners in health and service. “This is how we protect, uplift, and empower our youth.”

This initiative was anchored on the health programs of Mayor Vilma Balle-Caluag, who has long championed wellness and accessible healthcare for every Fernandino. As explained by medical professionals, circumcision brings multiple health benefits—such as improved hygiene and reduced risk of infections—making this service both timely and impactful.

More than just a medical mission, Oplan Tuli was a reflection of this Rotary Year’s theme: Unite for Good. It was about coming together—Rotarians, healthcare workers, local officials, and families—to serve a generation that deserves every opportunity to grow up healthy, strong, and cared for.
